Milton man faces murder charge in Park Royal shooting

One dead, teen victim paralyzed

A 22-year-old Milton man was arrested and jailed in connection with the Nov. 24 shooting in Milton that left one man dead and a teen paralyzed.

Carlos Juan Feliciano-Concepcion, 22, was arrested Dec. 4 after reporting to his probation officer in Georgetown, said Delaware State Police spokesman Master Cpl. Gary Fournier.

He is charged with first-degree murder, attempted murder, two counts of possession of a firearm during the commission of a felony and wearing a disguise during the commission of a felony. He is being held at the Sussex Correctional Institution without bail.

The shooting occurred at Park Royal Apartments on Palmer Street in Milton shortly before 3 a.m. Nov. 24 when Rogelio "Chico" Martinez-Hernandez, 20, and his 14-year-old brother Marlon Martinez-Hernandez were shot while sitting in a parked vehicle near the 400 building. Martinez-Hernandez was pronounced dead at a local hospital and his brother is in stable condition at an undisclosed hospital, Fournier said.

Court records state that a Milton police officer initially responded to the 911 call and found Martinez-Hernandez unconscious with a gunshot wound to the head. The officer asked the second victim, who remained conscious, what happened, and was told that a masked person that sounded like “Macho” came up and shot them. “Macho” is known to the family as Feliciano-Concepcion, who is on probation and whose phone number is listed in one of the victim's phones. Hours before the shooting, Feliciano-Concepcion and one of the victims exchanged text messages according to phone records.

Court records state the surviving victim is paralyzed from the neck down from the shooting.

Fournier said Feliciano-Concepcion was identified as a suspect after interviews, witness accounts and an extensive police investigation. Recovered surveillance video from a nearby residence showed a person running from the shooting scene matching the build of Feliciano-Concepcion, court records state.

Court records also show that an interview at Delaware State Police Troop 4 revealed that Feliciano-Concepcion and his brother contacted police about 1 a.m. Nov. 24 about a broken vehicle window. When police left, Feliciano-Concepcion and an unidentified person drove around looking for who broke the window. They returned to a residence, and Feliciano-Concepcion left a few minutes later on foot.

After about 30 minutes, Feliciano-Concepcion returned to the residence. He then admitted to the unidentified person that he shot Martinez Hernandez and his little brother, and said he buried the gun used in the shooting, court records state.

The Delaware State Police Homicide Unit is continuing a homicide investigation and has not established a motive, Fournier said.
