State police announce recent trooper promotions
Delaware State Police conducted a promotions ceremony Tuesday, Oct. 20, at Wilmington College in Dover to honor 13 troopers who earned higher rank.

Delaware State Police Superintendent Col. Robert M. Coupe was joined by Gov. Jack Markell, Lt. Gov. Matt Denn, Attorney General Joseph R. Biden III, and Department of Safety and Homeland Security Secretary Lewis D. Schiliro to recognize the newly promoted troopers.

Seven troopers were promoted from the rank of corporal to sergeant, and six were promoted from sergeant to lieutenant. The promotions became effective on various dates during the month of October.

Coupe urged the newly promoted troopers to build relationships based on trust and communication, citing that when one aspect is disregarded trust and communication are both lost. In addition, he urged the group to adhere to one principle: Do the right thing.

The following individuals, listed by their current assignment, were promoted from sergeant to lieutenant: Randy E. Fisher, Troop 4 Criminal Investigations Unit; Edward Schiavi, Troop 6 deputy commander in charge of traffic; Darren B. Short, Troop 5 deputy commander in charge of traffic; Joseph J. Spagnolo, HQ Traffic Section; Daniel L. Sponaugle, Troop 4 Drug Task Force; and Robert F. Wallace, Troop 9 deputy commander in charge of traffic.

The following individuals, listed by their current assignment, were promoted from corporal to sergeant: Francis L. Fuscellaro II, Troop 7 shift commander; Charles E. Groce II, Troop 4 shift commander; Walter J. Gygrynuk, Troop 3 shift commander; Michael O. Nichols, Collision Reconstruction Unit located at Troop 7; Daniel L. Oliphant, Troop 2 shift commander; Jeffrey T. Smith, Troop 1 shift commander; and Jon F. Wood, Troop 7 shift commander.
