Cape district to form facilities planning committee

Group to access buildings and recommend repairs, plans for new construction

Director of Operations Jason Hale detailed the formation of a new committee at the July 25 school board meeting that he said will lead to the next chapter in Cape Henlopen School District history.

A long-range facilities planning committee will be assembled to assist the district with developing a timeline for expansion to accommodate student growth and ensure pupils have access to safe, efficient and conducive learning environments, Hale said. 

The committee will comprise about 25 staff members, parents, community members, board members and administrators, and should hold its first meeting in early to mid-August, he said. Hale said he would update the board on the committee’s progress throughout the year.

First steps are an inventory and assessment of all facilities, Hale said, including analyzing their current usage, identifying any issues, and ensuring they meet Americans with Disabilities Act and safety standards.

The committee will use a new computer system called Power School to help predict growth by reviewing enrollment projections, as well as planned and potential new developments and their impact on the district, he said.

Following this, he said the group will prioritize maintenance and repairs, suggest renovations and upgrades to existing facilities, and help plan potential new construction and identify alternative uses for underused spaces.

Projects will be ranked on the basis of urgency and importance, he said, and a recommended timeline will be established. The committee will work throughout the school year, with a tentative plan to present a report of findings to district administration in May 2025, he said.

At that time, he expects district leaders will review the plan and prepare recommendations for board discussion, including consideration of future certificates of necessity required to move forward on any facility improvements or new construction.
