Cape district plans for 2021-22 in-person school year

Homebound instruction available for approved students meeting criteria

In a July 1 email to families, Cape Henlopen School District Superintendent Bob Fulton provided additional information for the upcoming in-person school year, including availability of homebound instruction for students who meet state and district criteria.

“We will follow all safety guidelines in place for Delaware schools at the time of school returning in September and will communicate those guidelines with families as more information becomes available,” Fulton said. “The district will not be conducting full remote learning or hybrid classes/schedules.”

Fulton said district officials anticipate some students will need to have an alternate educational experience. 

“While we are not offering a remote learning/hybrid option, we will make supportive instruction (homebound) available to students who meet the criteria and are approved through the district’s process,” Fulton said. 

Parents who believe their child has a medical or mental health condition that could prevent them from attending were asked to complete an inquiry form at https://bit.ly/3habGz1.

Supportive instruction will be asynchronous, meaning it will not be livestreamed or occur with a live teacher, Fulton said. A tutor would be assigned after school hours for about three or more hours per week, depending on needs and grade level, he said. 

Delaware Code states that supportive instruction is an “alternative educational program provided at home, in a hospital or at a related site for a student temporarily at home or hospitalized for a sudden physical or mental illness, injury, episodic flare up of a chronic physical or mental health condition, accident, or pregnancy, childbirth or related medical condition to pregnancy or childbirth.”

Eligibility for supportive instruction is limited to appropriate certification that the student cannot attend school, according to state law.
