Delaware Tech Owens Campus Hall of Fame inducts Leanne Phillips-Lowe

April 28, 2023

In an April 21 ceremony, Leanne Phillips-Lowe was inducted into the Delaware Technical Community College Owens Campus Hall of Fame.

Phillips-Lowe worked for Delaware Tech from 1986 until her retirement in 2012. During this time, she became the voice of the Owens Campus through her role as public relations manager in the marketing and public relations department.

Phillips-Lowe started at the southern campus as a part-time program developer in the continuing education department before becoming a full-time community relations coordinator. Eventually, her roles grew to marketing communications coordinator, public information officer and finally public relations manager. She developed all of these jobs into ever more responsible, more encompassing, more visible and more highly respected positions not only within the college, but also within the community at large and among local media sources. She was a direct and key force in earning the good reputation of the college and campus.

While her responsibilities may have been diverse, they were all tied together with her role as the main communicator for the campus. Phillips-Lowe supervised the information desks and campus receptionists, handled all weather-related announcements, crafted the weekly messages for the outdoor marquee and approved all postings on the portal. She was also integral to the major events that occurred on campus, including the annual Fourth of July celebration, the Starry, Starry Night Gala, International Women’s Day, the fashion show, the Alumni Walk of Success, and the Sussex County Today & Tomorrow Conference.

During her time with the college, Phillips-Lowe also was part of the ribbon cutting for the Jason Technology Center, the opening of the student services center and Carter Partnership Center, and the dedication of the Williams Conference Center. She also served on numerous committees, including graduation, new student orientation, employee recognition, open house and student activities board.

Most importantly, Phillips-Lowe is a devoted mother and grandmother, very proud of and blessed by her daughter, Kateri, an occupational therapy assistant graduate of the Owens Campus; her son-in-law, David; her awesome grandchildren, Troy, Kyrsten, and Alayna; and her granddaughter-in-law, CarolAnne. She is a loving wife to Tony, who served as a Delaware Tech volunteer and supporter.

Outside of Delaware Tech, Phillips-Lowe served on the Seaford City Council for 13 years and was a member of the board of directors of the Mid-Atlantic Symphony Orchestra. She is a member of Our Lady of Lourdes Church and the American Association of University Women, and a lifetime member of the Disabled American Veterans. In 2013, she was a recipient of the annual Women’s Day Award.
