Margaret E. Carter, cherished her family

Margaret "Peggy" E. Carter, 76, of Rehoboth Beach, passed away at her home Thursday, July 4, 2024. She was born Oct. 23, 1947, in Wilmington, daughter of the late Kenneth and Doris (Elliott) Richardson.

Peggy graduated from Claymont High School in 1965, where she excelled as a specialty twirler in the marching band. It was during these years that she met her husband of 58 years, Albert F. Carter Jr., with whom she shared her entire life.

After working at the City of Wilmington City Solicitor's Office, she and Skip retired to Rehoboth Beach. She enjoyed her morning tea sweet, the beach, watching the waves with her toes in the sand, eating crabs, drinking an occasional Black Russian, and attending to her garden flowers. Peggy, who always looked fashionable, loved socializing with a warm and vivacious spirit, and she quickly became a friend to whomever she met. A member of Kings Creek Country Club, she was a sneaky, good bridge player, she considered rules optionable, all while never being early to anything.

Peggy’s passion was enjoying her family, especially her grandchildren, though many affectionately referred to her as MomMom Peggy.

Above all else, Peggy was a devoted wife, mother, grandmother, and great-grandmother. Her love and care extended to her family, whom she cherished deeply. She will be remembered for her nurturing spirit and the joy she brought to all around her.

In addition to her parents, Peggy was preceded in death by her sister, Sandra Duhadaway. She is survived by her beloved husband, Albert F. Carter Jr.; her sons, Albert F. Carter III (fiancée Scarlette Hobbs) and Gregory Carter; her grandchildren, Kyle Carter, Meghan Carter (fiancé Chris Donges) and Conor Carter, and their mother, Elizabeth Carter; her great-grandchildren, Logan and Landon Donges; her brother-in-law, Garry F. Carter (Suzanne) of Seminole, Fla.; her sister-in-law, Donna Lewis; and nephew, Doug Deveney.

Peggy’s memory will live on in the hearts of those who were fortunate enough to know and love her. Her legacy of love, generosity, and kindness will continue to inspire and bring comfort in the days ahead. The family offers heartfelt appreciation to all who showed incredible friendship and compassion throughout her life journey.

Services will be private. A celebration of life to be scheduled at a later date.
