New subdivision planned for Beaver Dam Road

Half of proposed community's land would be devoted to open space

Beaver Dam Road near Lewes has become a hot spot for development. Four subdivisions are under construction along the road, totaling 1,265 lots or units, and another has been proposed

Applicant 18898 Beaver Dam Road LLC - Tim Green has filed an application for a new cluster subdivision of 98 single-family lots on a 49-acre parcel on the west side of Beaver Dam Road at the Kendale Road intersection.

During a Jan. 21 Sussex County Planning and Zoning Commission public hearing, the developer's attorney, Mackenzie Peet, said the proposed Cardinal Grove subdivision would meet all superior-design standards required for a cluster subdivision.

She highlighted a proposed 26 acres of land - 53 percent of the parcel - devoted to open space for passive and active recreation, with nearly 20 acres of contiguous open space adjacent to wetlands and Bundick's Branch.

Proposed buffers would be 30 feet from adjacent properties, 50 feet from Bundick's Branch and 25 feet from wetlands.

Peet said the proposed subdivision is compatible in design and density with other developments in the area. Sewer service would be provided by Sussex County and water by Artesian Water Company.

The proposed subdivision is adjacent to the Ocean Meadows subdivision, which is under construction. Peet said connectivity to the neighboring community as well as to a proposed multi-modal path on Beaver Dam Road would be provided.

The preliminary site plan includes sidewalks on one side of all community streets, a pool and bathhouse

Commissioner Kim Hoey Stevenson asked about removal of trees for development. The developer's engineer, Jason Palkewicz of Solutions Integrated Planning Engineering and Management, said the parcel contains 25 acres of trees with 14 acres planned to be cut down. Some trees have already been cleared out during an earlier logging operation.

Residents who live along Beaver Dam Road in front of the parcel testified that recent logging of trees on the parcel causes flooding issues on their properties during rainfalls.

“A developer cannot discharge water onto your property,” said Commission Chairman Bob Wheatley. “I hope your situation is only temporary.”

Jason Palkewicz said Cardinal Grove's stormwater management system would be designed to control water from getting on their lots.

Subdivision applications are acted on only by the planning and zoning commission.

 

Under construction

Ocean Meadows - 136 single-family lots on 70 acres. Housing construction underway.

Coastal Club - 630 mixed-residential units on 360 acres. Final phases of construction underway.

Lewes Crossing, Phase 8 - 42 single-family lots on 19 acres with construction underway. The Lewes Crossing community will have 234 single-family lots total.

Anchors Run - 265 single-family lots on 133 acres. Site work underway.

Deep Valley Farm - 185 single-family lots on 88 acres on both sides of Beaver Dam Road.

Cardinal Grove - 98 single-family lots on 49 acres.
