Peggy Dean Richards, pillar of community

Peggy Dean Richards peacefully passed away Sunday, July 21, 2024, in Lewes, just 10 days shy of her 80th birthday. She was born July 31, 1944, in Washington, D.C., to the late Cora Evelyn Simmons (Jones) and Lumuel Peter Simmons. Peggy’s life was one marked by dedication, vibrancy, and an enduring love for her family.

Peggy’s commitment to serving others was evident in her long and distinguished career with the Department of Defense Naval Research Laboratory. She retired as the head secretary to the naval captain of the NRL after more than 34 faithful years. In retirement, Peggy continued to touch lives by working at Del Tech, where she planned senior trips, ensuring that every detail was perfect for enjoyment and security.

A pillar of her community, Peggy volunteered at the Lewes Senior Center and shared her passion for the performing arts. When she was younger, she was part of the NRL theatre group called the Show Boaters. Peggy’s heart was vast and nowhere was this more evident than in her role as a mother and grandmother. She was also an ardent dance mom, passionately supporting her daughter, Kimberly, by never missing a recital. To her grandchildren, she was more than a grandmother; she was a confidante, cheerleader, and the very apples of her eye.

Peggy’s artistic soul shone brightly through her watercolor and acrylic creations, a testament to her talent and eye for beauty. Outside of crafts, the lanes at Millsboro Bowling Alley knew her competitive team spirit well, with the bowling team, Charlie's Angels.

Peggy is survived by her daughter, Kimberly A. Winklepleck of Selbyville; her brother, Dell Simmons of Indian Head, Md.; two grandchildren, Chris Winklepleck and Jessica Leighton; great-grand-daughter, Avery Rose Leighton; and her cherished nieces and nephews, Schree Rusevelyn, Hanna and Brandon Rusevelyn, Amanda Simmons, Cameron and Sean Simmons, and Dustin Simmons. In addition to her parents, she is predeceased by her sister, Maryjo Tyrrell.

Peggy lived a life marked by love, artistry, and service. Her luminous spirit will forever be missed but never forgotten.

A celebration of life will be announced by the family at a later date.
