In the late 1940s, Delaware Gov. Elbert Carvel, front right, visited U.S. President Harry S. Truman, front left, at his office in the White House. Also on hand were two members of the Delaware delegation at the time: U.S. Sen. Allen Frear, back left, and U.S. Representative Harris McDowell.
