Supporters gathered May 17 at Legislative Hall to rally for an amendment to the Delaware Constitution that would create an inalienable right for Delawareans to a clean and healthy environment while protecting natural resources.
House Bill 220, also known as the Green Amendment, would declare that all state branches, agencies and political subdivisions are trustees of natural resources, and shall conserve, protect and maintain Delaware’s natural resources, including its water, air, soil, flora, fauna, ecosystems and climate.
The state or any state entity shall not infringe on the right to a healthy environment by action or inaction, the bill reads.
The amendment would require a two-thirds vote in each house in consecutive sessions in order to become law and create an inherent and inalienable right for all Delawareans to a clean and healthy environment.
