Three New Yorkers charged in Rehoboth outlet thefts

Three New York men face charges after police say they stole more than $20,000 in merchandise from the Rehoboth outlets.

A Delaware State Police trooper on patrol at 6:39 p.m., March 16 pulled over a Honda Odyssey that was tailgating another vehicle heading northbound on Route 1 near Wilkins Road in Milford, police said. The trooper discovered the driver, Oscar Mosquera, 44, of New York City, had a New Jersey warrant out for his arrest.

Mosquera was unable to provide proof of insurance for the vehicle, police said, and inside the vehicle, police found several tools commonly used for shoplifting along with more than $20,000 in merchandise from Victoria’s Secret, Brooks Brothers, Claire’s, Nike and The Fragrance Outlet. Police said there were no receipts to prove the items were purchased, and many still had security tags on them.

Police arrested Mosquera and two passengers, Alex Toro-Londono, 48, of Elmhurst, N.Y., and Dagoberto Vargas-Hernandez, 28, of Corona, N.Y. They were taken to Troop 7, where they were charged with felony organized retail theft, second-degree conspiracy, and two counts of possession of shoplifters’ tools. Mosquera was also charged with traffic violations, and Vargas-Hernandez was charged with felony first-degree forgery. Both were committed to Sussex Correctional Institution in default of cash bond, Mosquera on $4,070 and Vargas-Hernandez on $5,000. Toro-Londono was released on $4,000 secured bond.
