To start Week 3, on top of existing restrictions – such as school, nonessential businesses and beach closures – Gov. John Carney added another restriction to the ongoing State of Emergency. All out-of-state residents in Delaware, who are not just passing through, must immediately self-quarantine for 14 days from the time of entry into the state or for the duration of their stay. Those visitors must stay in their homes, hotels or rental units. Law enforcement has the authority to make traffic stops of vehicles registered in other states to enforce the order.
