Four Winds receives final approval
The Sussex County Planning & Zoning Commission granted final site-plan and landscape plan approval during its June 26 meeting to Ribera Development for Four Winds Farm, a 336-lot cluster subdivision on 169 acres off Shingle Point Road one mile south of Milton.
Plans include single-family home lots averaging 8,800 square feet with central water and sewer provided by Artesian; fire hydrants inside the community and along Shingle Point Road; a recreation area with a 6,500-square-foot clubhouse, pool and deck, tot lot, pickleball court and 40 parking spaces; a park area in the middle of the community and a trail to overlook a wooded/wetlands area.
Amenities must be completed on or before the issuance of the 140th building permit.
A total of 28 acres of an existing 31-acre wooded area will remain undisturbed.
The site plan includes a 50-foot buffer, including 30 feet of landscaping along the northern, eastern and southern property borders, and a 4- to 6-foot berm along Shingle Point Road. The developer plans a 65-foot buffer to protect a 3-acre section of nontidal wetlands.
A 12-foot paved emergency vehicle access road to Shingle Point Road will be constructed in the northern section of the parcel. Sidewalks are required on at least one side of every interior street.
The project includes 86 acres (44%) of open space with passive and active recreation, a 27-acre forested area and 10 acres of stormwater management.
The owner of the property is Spring Garden LLC of Milton.
The Delaware Department of Transportation is requiring the developer to provide a 5-foot bike lane at the site access along Shingle Point Road and a 10-foot shared-use path along the property's frontage, and to contribute to a proposed traffic signal at the Route 30-Shingle Point Road intersection.
At the Shingle Point Road intersection, a 185-foot southbound left-turn lane and 210-foot northbound right-turn lane will be required.
