Action needed to prevent multiple-DUI offenders

The following letter was sent to Attorney General Kathy Jennings and Rep. Jeff Hilovsky with a copy provided to the Cape Gazette for publication. 

Please tell me your plan to reduce the number of multiple-DUI offenders. A recent Cape Gazette article indicated yet another occurrence – a seventh DUI. How can it be that there are so many multiple offenders allowed back on the highways? It seems to me that every couple of weeks, we read about yet another multiple-DUI lawbreaker.

Can we institute a mandatory blow-and-go program? Can we ensure that after a second offense, that driver’s license is suspended, and later revoked if the offenses continue? Can we enforce counseling or treatment to reduce the tendency? Can we force the offenders to spend time in a correctional institution after X number of convictions? Can we impose financial requirements for these offenders – not the taxpayers – to pay for all sanctions imposed (e.g., blow-and-go devices)?

If Delaware doesn’t get a handle on this problem, we will continue to read about preventable fatalities or severe injury to innocent bystanders. 

I look forward to hearing from our DOJ about resolving this dilemma. Otherwise, the next fatality is on your department.
