Dewey police officers promoted, one sworn in

Two Dewey Beach police officers were promoted at the town’s March 21 council meeting, and one was sworn in.

Dylan Dowling and Colby Buchert were promoted from officers to patrol officers first class.

PFCs Dowling and Buchert graduated from the police academy in March 2024 and have completed one year of probation.

Both have also served in the Army National Guard. Dowling, currently a sergeant, has served for six years and recently extended his tour of duty with the guard. Buchert, a former sergeant, also served for six years.

“They’ve both done an outstanding job,” said Police Chief Constance Speake. “You see them out and about a lot. They’re very proactive and are a great addition to our team.”

“We’re lucky to have them,” Town Manager Bill Zolper added.

Dowling will be going to the bike instructor school, where he will be instructing all of the town’s seasonal officers this year. The seasonal police academy starts Saturday, April 12.

Buchert just got his motorcycle training and certification through the department’s new motorcycle program, which he helped to design, and he will be using one of the department’s new motorcycles. 

Mayor Bill Stevens also swore in Adam Ur, a new officer.

Ur, a 22-year-old Newton, N.J., native and Kutztown University graduate, served as a Dewey Beach seasonal officer for two years before accepting a full-time position with the town. He graduated from the police academy March 9.

He was selected out of his class of 19 police recruits at Dover Municipal Police Academy to receive the Top Shot Award, which is given to the recruit who shows the highest level of marksmanship proficiency and firearms safety throughout a series of day and night firearms training and qualification classes.
