Cape Gazette reporter Chris Flood noticed this scene over the weekend during Sea Witch Festival in Rehoboth Beach: Dover-based hip hop artist MOTIM, aka Dawson Brewer, shoots a video for an upcoming release while standing on a stormwater outfall pipe at low tide.
