Not such a good reason

Senior Sussex County Councilman George Cole, who was sworn in for his eighth term on Jan. 6, was quick to nominate fellow Councilman Sam Wilson as vice president. One might wonder why Cole, who has served District 4 since 1986, is not in a leadership position. District 1 Councilman Mike Vincent has served as president for the past five years, getting elected to council in 2008.

Cole said he had a reason. He wanted to save taxpayers' money and not change county letterhead, which contains council members' names.

I guess he forgot that county stationery has been changed anyway with the addition of newcomer District 5 Councilman Rob Arlett.
