Frank Carter of Lewes awarded Navy scholarship to Notre Dame

The Department of the Navy has awarded Worcester Preparatory School senior Frank Carter of Lewes a full, four-year, Navy ROTC Scholarship to attend Notre Dame University.
The award was presented in December while Carter was attending the Army-Navy Game in Philadelphia. Carter has also received an appointment to the United States Naval Academy. He has big decisions to make by May 1.
