Regional partnership benefits all

December 13, 2024

The City of Rehoboth Beach is presented with an important opportunity to partner with Sussex County and the Lewes Board of Public Works in a way that benefits both the environment and our local economy. Sussex County has offered Rehoboth Beach $20 million upfront, plus an agreement to cover all future maintenance costs for the city's ocean outfall, in exchange for allowing the county and Lewes BPW to use this infrastructure for wastewater disposal. This proposal should be viewed not only as a financial boon but also as a prudent and environmentally responsible solution to a pressing regional need.

As the State of Delaware has indicated, the construction of a new ocean outfall about a mile north of the current outfall is unlikely to be approved, as the Department of Natural Resources and Environmental Control opposes it. Instead of adding new infrastructure that could potentially harm the environment, local officials have the opportunity to maximize the capacity of an existing, well-maintained outfall. An independent study confirmed the Rehoboth outfall has more than enough capacity to handle the wastewater from both the city, and the neighboring Lewes BPW and Sussex County systems.

This collaboration offers substantial benefits for Rehoboth Beach. The $20 million payment would provide a significant one-time infusion of funds that could be directed toward critical infrastructure improvements or community projects. Additionally, Sussex County assumes full responsibility for future maintenance, relieving the city of any ongoing financial burden. This is a rare opportunity to turn a regional challenge into a shared benefit for all parties involved.

More importantly, this partnership represents a chance to lead by example in promoting regional cooperation and environmental stewardship. By allowing neighboring communities to utilize the existing outfall, the need is reduced for new, potentially harmful infrastructure while providing a sustainable solution for the disposal of treated wastewater. This is not just a good deal for Rehoboth Beach; it’s a forward-thinking, responsible decision that supports the broader community and future generations.

Rehoboth Beach commissioners should embrace this opportunity. Accepting this proposal is a win-win for Rehoboth Beach, Sussex County and the environment.
