DRBA selects new deputy police administrator

Delaware River and Bay Authority officials announced the promotion of Wayne E. McFadden of Berlin, N.J., to serve as the agency’s new deputy police administrator, with the rank of lieutenant colonel.

Prior to his promotion, McFadden was the department’s chief of staff, with the rank of captain.

McFadden, who has more than 25 years of law enforcement experience, officially began his duties Jan. 3.

“I appreciate executive management's faith in my abilities to help lead and manage the Delaware River and Bay Authority’s nationally accredited police department,” said McFadden. “Public service is an important part of my career, and this is a great opportunity to use the experience, knowledge and leadership skills that I’ve gained during my law enforcement career to make a difference. I look forward to continue working with Col. Arroyo, and the dedicated men and women of the department to further our mission of public service, crime prevention, highway safety and emergency preparedness.”

“Wayne has a unique combination of law enforcement experience, operational skills, and leadership abilities that have proven to be invaluable to the Delaware River and Bay Authority,” said Col. Richard H. Arroyo, DRBA Police administrator. “He is the consummate law enforcement professional, with a tremendous record of accomplishments. I appreciate his counsel and look forward to continuing to work with him.”

The deputy police administrator, the second-highest ranking officer in the department, serves as the primary advisor to the police administrator regarding police practices and operations.

McFadden joined the DRBA Police Department in November 2014 as a patrol officer. He quickly rose through the ranks to serve as a sergeant and a lieutenant, with stints managing the Delaware Memorial Bridge and Cape May Troop Operations. In October 2020, he was promoted to the rank of captain and carried out the duties of the department’s chief of staff.

For 18 years, McFadden worked in the City of Camden and Camden County Police Departments, serving in a variety of roles including executive officer and investigative bureau commander.

A U.S. Army veteran, McFadden earned a bachelor of science degree in administration of justice from Thomas Edison State University and a master of administrative science from Fairleigh Dickinson University.
